Is this a top or front loader? If it is a top loader do you hear the motor run? If you do the first thing to check is the rubber driver between the motor and the transmission. One way to chek if the motor runs is to fill it with water and put it into spin. If it pumps the water out that means the motor runs. If the rubber driver is broke (happens often) it will neither wash nor spin.
This sounds like you are having a problem with the motor not changing direction. The pump for draining is on the front of the motor and runs even when agitating, just it runs backwards therefore keeping the water in the machine. When the motor changes direction, the pump starts taking water out of the tub and at the same time the transmission changes state from agitate to spin.
This could be a bad motor, a bad timer (not connecting the proper wires to reverse motor direction) or even a connection problem with the wiring harness, though the former two are more likely.
Thats very agitating.There is a motor that runs the agitater,its either going out or you have lost the drive,a little spendy to have fixed.

If the washer fills up with water and you hear the motor running but the agitator doesn’t move, the agitator coupling is the most likely problem. First pump the water out by turning the timer to spin. Once the water is out, turn the washer off. Now pull up on the agitator until it comes off (it may be hard to pull off). Now that the agitator is off, you can see the agitator coupling, reach down and try to turn the coupling. If the coupling turns freely, it is striped out and needs to be replaced.
