If it's not making the bleep sound when you first connect it, then something is wrong with the connection between the computer and Palm.
Try plugging it in and then while it's plugged in hit the reset button. This resets the charging mechanism inside. Then let it sit a few hours to see if it will come on later.
Also, you may need to troubleshoot the connection from the Palm to the computer. Make sure all is connected securely, make sure the Palm Desktop icon is in the bottom right hand corner of your computer in the system tray.

Usually I just hit the reset button and hope nothing was corrupted. Just use your stylus or a pin and press the reset button in the hole on the back/bottom of the palm. It will then reboot and you should have control back. Blazer is pretty stable but once in a while it acts up.
After you change the battery you need to do a hard reset. This will erase all the info in your pda so you want to make sure you have it all backed up on the palm desktop To do a hard reset follow these steps:
1. Hold down the power button. 2 While holding down the power button, use the tip of the stylus and inset it into the hole in the back of your pda and gently press and release the reset button in the back of your pda. 3. When you see the message that warns you about erasing all of the info on your hand held select continue. 4. When prompted follow the online directions to align the screen. have you tried a hard reset? Todo a hard reset, First press and hold the power button, while holding the power button use the tip of the stylus to gently press and release the reset button. wait for the logo to appear then release the power button. when you see the message that warns you about erasing all of the info on your hand held press up on the 5way navigator to finish the reset
You might just have to upgrade the desktop software to work with the TX. You can keep your names and addresses but you have to check with each program to see if there compatible or not since the TX uses Palm OS 5. Most of the software available today is written for that operating system.
I don't believe Palm is even supporting the E2 anymore.
