The error indicates that there is some or other lens failure. This could be a mechanical or maintenance issue.
This is a relatively common problem with all retractable lens camera's.Most of the time the problem is that sand , dirt and grit gets lodged in the camera lens barrel thus keeping it from extending properly but could also be caused by a drop or a hard knock on the camera.
Firstly , the odds are not with you on a DIY fix so don't be disappointed when the following steps do not work.Nevertheless , some people have fixed their camera's using the following steps.
Use these at own risk as it may further damage the camera.
Firstly , try connecting your ac adapter or usb cable. The logic here is that it will provide more power to the lens extension mechanism which could possibly then overcome the particles lodged in the barrel.
Try holding the shutter button while switching on the camera.
Try using compressed air (best is a clean air can bought at a electronics store) and blow between the lens and the casing. This should help dislodge some of the particles.
Look at the lens , and if some of the lens 'circles' is misaligned or not concentric then try wiggling it (while holding camera lens down) so that some of the particles can escape.
Try gently pushing or pulling the lens when it tries to extend but this is risky as it may cause the lens barrel to slip out of its guidance system.
Another way to do this is to place the camera lens down on a hard surface and then power it up. Be sure to use a soft cloth or something similar as to not scratch your lens or casing. Let the lens push the camera up and down a few times and sometimes the little resistance provided by the camera is enough to get things going again.
Try hitting the bottom of your camera near the center with the soft part of your palm with a little bit of force. This has had a lot of success but is very dangerous and should not be attempted if you are not planning on replacing the camera if it does not work.
Other than that , I would take the camera to a repair center for a
evaluation to see if it would cost more to repair than to replace the
camera. If it is still under warranty I would suggest you take it in
before trying any of these steps and remove any off-brand batteries or
accessories as some stores are really fussy about warranty repairs on
camera's with non-brand accessories.
Hope the advise works and please tell me how it goes , and remember to rate this answer if it is useful.
Regards Stephan

Recently the quality of my photos has declined. Some photos are still great, then others are very dark as though the flash is not working properly. I have adjusted the flash to every setting and it doesn't seem to help any.
