GE Arctica intermittant clicking sound, panel flashes "hrs"
3 year old side-by-side Arctica (PS123NCRD) compresser stops, clicking sound begins, and display shows HRS instead of temp. Normal operation resumes after 15-20 min, but reoccurs 2-3 times per day.

It sounds like the main control board is going bad . This controls every part on the fridge , except for the light bulbs . It's located on the back of the refrig , behind an 8" X 10" panel , with about 11 screws , holding the panel on . Part number WR55X10656 .

. Cut everything off for a few minutes then turn it back on and listen for a click from the compressor relay as the compressor tries to start. Is the compressor motor running. If no check starter/overload relay. The relay is a small usually black cube shaped electrical part plugged into the compressor or wired to it nearby. It may appear burnt or rattle when shaken if it's bad. The two connections should show continuity with an amp meter. If it's good then it's most likely the compressor causing the problem.
Your refrig display , has lost communication , with the main control board , located , behind the refrig , behind an 8 " X 10 " panel . The control board , is easily replaceable , with 7 or 8 plugs , attached to it . The part number , for your board , is WR55X10942 . It runs about $150.00 .
I came across this problem recently , and found the main control board was bad . Check this site first , to see if it can be covered under warranty . http://www.scribd.com/doc/13371507/Ge-Motherboard-Concession-Letter
It was covered under warranty , at the previous customers residence .
Unplug this refrig from the wall, let sit for one hour, then plug back in, if it starts then you may have a start device on compressor that is bad, more than likely it won't, normally the HRS means there is a "main board" problem. Main board is located on rear of refrig.
