- I have HP 2710 photosmart all in printer that is 3 or 4 years old and it will not turn. It has a 31 volts of power going into it. We had a electrian working on the gfi in bathroom in our house. There are no lites on the printer that are on.
Does it use a power module or is it wired directly from the outlet? It has 31 volts at the end of the power module which is exactly what it should have, so you know the power module is good. Try this. Quickly press and release the power button and then quickly repeat this one more time. If that does not solve the problem, Disconnect the power module, wait 30 seconds, and reconnect not using a surge protector or power strip. If none of this works, disconnect the USB cable and try another USB cable. Power the unit up and then connect the USB cable. If none of this works you would probably just need to buy another printer as the cost of repairs will be more than a new printer.

- They stated the power supply is good and it is putting out 31 volts which is exactly what is supposed to be putting out. Did you try my suggestions? If you did and it is still not working then unless you can open it up and find the problem or the problem is at the connection for the power supply I am at a loss. It is obvious it is not getting power but the question is why. Some H.P. printers have a problem with the sleep function that I why I suggest your power it off and then quickly back on. I would open it up and following the wiring from the power connection on the back to the power button on the top. Good luck.
is it a new device? if you have used it well before, then try to plug it in power outlets where other devices can plug and work. make sure that the ends of conencting wires are in good contact, there may be loose connection
that is a little high for voltage. Is this the power coming out of supply and going to motherboard? It should be about 12 volts.

- I recommend having your power supply changed. You should only have 12-13.5 volts. If you are getting high voltage in the 30's, then there is a bad capacitor in the power supply.
