I have a Dell 8400 and when you turn it on- the hard drive or fan sounds like a jet taking off and does not quiet down. I've already cleaned the inside of the drive with compressed air but still the problem persists. what do you think I should do? I bought this in 2004 and have no warranty with Dell.
Your fan speeds up and slows down in response to temperature inside the computer. More so the CPU.
I would suggest getting a can of compressed air made for computers
take it outside, take of the side and blow all the gunk out of there, Really go to town around the fan (you might want to wear eye protection)
While you are in there just check that the cpu cooler itself is not loose
If it is it will have to be re-seated.
If it needs re-seating don't just take it off and put it back on as that might make things worse with your temperature problem the have to be cleaned and new thermal greas put on
Most cases have room for extra fans. If you live in a quite hit area you might want to consider adding extra ones. usually pretty easy to fit and well worth it.
I have extra in my server. One pulls cooler air in while the other blows the hot out (push pull)
Saved me a lot of problems during the hot spells and also helps stop the dust bunnies breeding as much too !

I want to connect to my DSL but my pc keeps looking for dial-up or broadband. I haven't called my provider, AT&T U-verse, for the ISP name and password until I'm sure that my pc is looking for the proper network.
