Hooked my laptop up to monitor and picture will not appear, no signal detected, any quick fixes?

Did you tell the laptop to turn on the external video output? Most do not have this on unless you tell it to. What kind of a laptop is it?

Hooking up to mu computer the monitor states no signal

Is the monitor set to the correct input source? Is the cable fully seated on both the computer and the monitor? Try a new cable. Is the computer sending the video signal to that port that has the cable? Laptops sometimes need the external video port enabled in the BIOS, for example. Check your manual to access the BIOS; frequently it is F1, F2 or ESC pressed before the OS starts to load. Some newer desktop computers do not have the VGA port enabled initially as well.

I hope this helps.

My monitor comes on for about three seconds when I turn the computer or the monitor off/on and then it fades to black. It looks like the computer is booting up fine when I can briefly see the screen but...

Connect the monitor to the "video-output" port on your laptop, to see if the monitor is working correctly.
You make have to tell the laptop to send the video-output to "both" the internal LCD screen and the external monitor.

If it works, then your monitor is OK.
Restart your computer, and keep tapping the F8 key, until you get a menu of startup items. Choose the 'VGA' startup option, to select the "minimal" device-drivers for your video-card. With the "minimal" drivers, your monitor should still be working.

Samsung Syncmaster 760V doesn't have picture

You might have a resolution-too-high problem, or more likely, the laptop is sending output towards a different video port. Some laptops have a function + key labeled "CRT/LCD" or sporting a small stylized video: try checking that first.

My laptop is on and plugged to the monitor, but the monitor says no signal

You have to switch your laptop to a different display mode. Usually it's done by pressing Fn key and F8 - look for a description near this key showing rectangle / rounded rectangle, or text "CRT / LCD".
Usually there are 3 modes:
LCD (internal laptop display) only
LCD + CRT - the picture shows on both displays
CRT - the picture shows only on the external display, allowing you to set a different screen resolution, equivalent to the external monitor's optimum resolution.
