Check the switch on the left side of the laptop right next to the HDMI port. The switch turns on and off the WiFi, but it also controlls the Bluetooth.
Maybe you misunderstood , although the option may be available doesn't necessarily mean it was in the machine when you bought it. Options available and options installed are not the same thing. Go back to the store with your machine and receipt and see if you paid for something you did not recieve.
Make sure your blutooth is enabled in the BIOS. There should be a setting in the BIOS to tell it whether blutooth is enabled or not.
What software...? It should be installed by default, try connecting a different blutooth device, like a keyboard or mouse.
Call Dell, they will be able to tell you if you have blutooth installed. They may not have installed it when you ordered your PC.
Maybe your blutooth chip is bad, call dell and get a new one(if it is under warranty).
First go thru the manual of the pc
2nd if they commited something wrong to you refer to the same vendor from where you baught this pc
Apart from that go to device manager and find out if we have any exclamation ,question marks or red x`s there
if we have go to their properties and find out wht kinda device is it you can refer to pcidatabase.com for further information how to find the information of the device and drivers

Download the driver from Dell's website. If this doesn't work go back to the place you bought it and ask them to change the chip for you.
