No water pressure in bath tub after turning off hot water heater

I have a leak in my hot water heater. Haven't repaired it yet, but I have shutoff the input (cold) water line going to the water heater.

I have closed all the hot water shut off valves on my sinks. The sinks have plenty of cold water coming out, but my bath tubs have very little water coming out. Both tubs have that style of faucet that you turn the knob counter-clockwise to get hot water and clockwise for cold, which will eventually turn off the water.

Is the water back flowing into the hot water supply? If so, where the heck is it going!? I don't notice any more water leaking out of the hot water output supply line.. Is there an easier explanation/fix for no water pressure in the bath tub?

Any ideas?

- Anyone? It's embarrassing hosing down the wife and kids out in the front lawn with the water hose! Any ideas? Do you think it's because the water is backflowing through the hot water line back into the hot water heater? If so, how do I stop that? Is there some way to cut off the hot water supply on a bathtub, like on a sink? I can't find any cutoff valves...

- The leak is just beyond the hot water return supply line. I replace the line because it was leaking ON the supply line. I guess I over cranked the compression fitting because it must has cracked a sweat or something. Anyrate, I will turn on the water on the tub and see if I see it leaking. If so, I'll just have to get the thing repaired before I can get the water working on the tub. It seemed so easy to replace the stupid supply line and it kicked my butt. I acknowledge this now and will not try and repair my water heater again haha.

It could be back flowing into the hot water heater tank which is not full because of the leak. Even though the valve is closed on the cold water entry side, there is probably no valve on the exit side. That is how it is returning to the tank.
