Can't turn on Dell Inspiron 1501

When I try to turn on my Dell Inspiron 1501, the screen remains black, and I get a blinking light that looks like a lock with the letter 'A' in it. It appears that nothing is happing at all. preceding this problem, I let the battery get down to 6%, when it automatically shut down. Any ideas?

I did both steps, first unplugging and then holding down the on/off button for 13 second, but I am still having the same problem as before.

    Any other ideas?

Yeah, I did remove the battery, with it removed turning on the power. The light blinks continually at a very high rate of flickering whenever I turn it on. When I press the on/off button again it turns right off. There is no light on when the cord is plugged in, except for if I take it out, then plug it right back in it will come on for a second, then turn off.

not the power adaptor cord, but the light on the computer itself that indicates that it is hooked up to an outside power source. It has a little lightning bolt on it, and before the problem occurred, would be lit up when the power cord was plugged into the computer. Since the problem has occurred, when I plug it in, it will light up for about half a second, then turn off. Probably not a helpful detail, at least not as important as the other details. The light on the power adaptor is on when it is plugged in. No problems there.

ok, the power adapter is working as evidenced by the LED indicator. if you have a voltmeter, set it up for measuring DC power. The center terminal on the barrel type connector is always positive and the barrel, negative. look on the power supply and see what the output voltage is supposed to be. (printed or stamped in it) check the barrel receptacle on the laptop. the center is just a pin, the barrel connection is a curvy spring. if you can get at it, bend the spring closer to the center terminal without touching it. Inside the laptop is a real small fuse in the power supply section. it's about a half inch long, glass with two metal caps. it might solder in or it might have a spring clip for it. check out this fuse. blown - get another one - not blown - check the first primary diode in the input to the power supply. its function is to prevent back current to the adapter.

Did you actually remove the battery, and with it removed turn on power from power pack as suggested, does the light blink a number of times then repeat?

put the old memory back in and boot into the BIOS. Check the options: "Quick Boot" and "Boot time diagnostics". These should be disabled and enabled, respectively. Put the new memory back in one stick at a time and make sure they work on their own, then try with both sticks.
