Sounds like you have an issue with your PCI bus. Easiest fix is to buy a new motherboard. For a socket 478, hands down the best motherboard you can get is the IC7 from abit. I had a P4E prescott on an IC7 and it was faster than anything until the core2 duos came out. Abit only uses solid gold capacitors and Ive never heard of a bad review of them. They have an IC7-G which gives faster LAN speeds but if your only on DSL or Cable you won't notice the difference. Of course there are other models out there, the only thing I will tell you is to stay away from the VIA chipsets for the 478 sockets. They had a bunch of issues and will corrupt your data.
Soltek used the VIA Rhine II/III LAN chips. You should be able to obtain the drivers at VIA's website;
