Sounds like you have an issue with your PCI bus. Easiest fix is to buy a new motherboard. For a socket 478, hands down the best motherboard you can get is the IC7 from abit. I had a P4E prescott on an IC7 and it was faster than anything until the core2 duos came out. Abit only uses solid gold capacitors and Ive never heard of a bad review of them. They have an IC7-G which gives faster LAN speeds but if your only on DSL or Cable you won't notice the difference. Of course there are other models out there, the only thing I will tell you is to stay away from the VIA chipsets for the 478 sockets. They had a bunch of issues and will corrupt your data.

Upgrade to dual core, Intel E2180

Okay. You would need to change your motherboard. The socket 478 does not support dual core processors.

Here is a motherboard and processor combination at a relatively good price.

For some reason I must have gotten an older version of the board in the title when I looked it up but, nonetheless, it won't support the E2180.

Soltek motherboard model SL-75MRN-L

Soltek used the VIA Rhine II/III LAN chips. You should be able to obtain the drivers at VIA's website; http://www.via.com.tw/en/products/networking/ If not, consider sending them an e-mail to obtain them.
