Try unplugging the USB and then waiting a minute, then plugging back in to a different USB port. If this doesn't help, then uninstall (from add/remove programs) the software and reinstall. If you do not have the original disk for the software, you can go to the OEM's website and download for free.

This happened to me when I plugged the this in to the computer, then installed the software for the first time. The navigator worked, but no blue light. After a SHUT DOWN, and then startup, the blue light came on normally. So, try powering off your computer (not just unplugging from the USB port, but power the computer off completely - then turn back on).
