When i go to shoot an action photo like something that is moving the camera always delays. i focus on the moving target but when the button is pressed the subject moves out of the view and then the shot is...

OHH - I can met this problem before , the camera is trying to auto focus and in the time it does the focus the action has passed.
Take a light & speed setting - then switch to manual mode OR manual focus , this will eliminate the AUTO focus looking for best light reading distance etc.
Some cameras also have a "fast" setting which is usually a 'running man' icon - click this button and the picture will drop back to 5mpixels but it will take a quick shot instead of saving then scanning at a slower speed.

HOW DO I RESETT TO FACTORY SETTINGS, MY PICTURES ARE DIFFERENT SETTINGS ARE ALL MESSED UP, MAY BE THE KIDS HAVE PRESSED DIFFERENT BUTTONS HELP, i just want standard settings so i can set again to my liking

Somewhere in the menu there should be a setting that restores factory defaults. Scroll thru the menu items and look for default settings, I believe these are in the same menu that has your formatting options. I hope you have the manual so you can look thru and see what needs to be done. You might also take time to just scroll thru the menu's and see what options are available and maybe you can tell what has been changed or what the options for each menu item are so you can decide wheter you want that selection or make a change there. If you know af a good camera shop or retailer they may be able to help you with this , most places are willing to help if it means getting a new customer in their doors!

How do I take clear action pictures?

You can turn the dial to TV and set the shutter speed faster but you will need a bright sunny day to set it faster than 1/500. Make sure the ISO is set to auto or one of the higher settings. ISO settings are accessed by the FUNC.SET button on the back of the camera. Indoors you can turn on the flash with this setting but I doubt the flash is effective more than 15 or 20 feet. You can also try setting the dial to "kids and pets" which is a more automatic setting.

Can someone take a picture of the original video settings on their Zenith B25A24Z 25'' TV because my screen is all messed up and doesnt get much better when i play with settings.

If this TV is a 25"...then this is an older set. Is the picture dim and the colors dim, will the tint not correct the color scheme? Zenith picture tubes, as a rule, for this model go bad...sorry but this is true!

Canon PowerShot SD 870 IS Movie playback speed is too fast!

You've got it on Time Lapse video. Turn on, slide to video, press func. set button, toggle to standard instead of time lapse. Maybe next time try your owners manual. Of course you all are probably like my mom and just get a new camera, put in the batteries and start taking pictures. These stupid expensive cameras have too many options and get messed up too easily with the wrong press of the button. Try a simple cheap on next time.

Picture Quality

A blue tint would be the color balance in the white balance settings in the menu. Go set the white balance to "Auto" if he pictures are blurry, you could have dirty lens. Take a q tip and wipe it down without and solution to it. Otherwise you could have faced a possible impact damage. Was the camera dropped, bumped, or knocked around. This can be fixed. I recommend sending it to the camera doctor.

He can fix it faster and cheaper than the manufacture. Impact damage is not covered by warrantys.

My camera is blurry..and it takes blurry pictures..How can i fix this?

Gently clean the lens or get it cleaned at a camera store. I suspect fingerprints on the glass. If this isn't it, the camera's infrared sensor may be malfuntioning or dirty, or the lens assembly is not functioning properly (warranty).
