SOURCE: Commercial Skip Feature
When a commercial comes on, you press the "Commercial Skip" button on the remote. Then you see a 30-second countdown timer appear on the screen. If you think there will be more than 30-seconds of commercials, then press the button more (each time you press adds 30 seconds to the on-screen timer -- usually I press it 4 to 5 times). The timer stays counting down on the screen while you change channels during the commercials to see what else is on. When the timer counts down to 0, it is erased from the TV screen and the TV automatically changes you back to the channel it was on when you pressed the commercial skip button. I use this feature a lot! I wish all TV's had it built in. Some universal remotes have a similar (but more awkward feature) where the remote has the timer inside it, and it sends a signal back to the TV when the count is up, but I don't think this would work as well.

The power supply or one of the circuits that it is feeding has a short in it. It may be able to be serviced by someone who knows the product and is experienced at working on the model you have. There may be a question about parts availability for it.
You can call RCA to find out who the authorized service rep is for your area. This is something that most small TV service stores may not be able to repair.
Ask for an estimate before approving service. The repair for your unit may be expensive.

The green CRT has an issue and will need to be replaced. It could be the Green CRT drive board but doubtful as your describing the classic sign of a CRT thats developing a Short . You can get replacement green CRTs and CRT drive boards from www.tvrepairworld.com
