Apex model #AT2704S front panel buttons stop working? Menu, channels, volume, and power? Also has a red key in lower left corner and the screen is blue. I have tried mute and function buttons on univ

Your Apex TV has been locked by anyway. Just try this method to unlock it.
Apex TVs have parental locks that allow you to block certain programs based on
their rating. When this feature is no longer needed and you want your TV to display all programming no matter its rating, you must unlock your TV. Unlocking your Apex TV is done completely from your remote control and does not require any tools. The process takes less than 5 minutes.
• Press the "Menu" button on the remote control and use the arrow buttons to scroll down to the "Parental Guide" option, then press the "Enter" button.
Type in the default parental code "6688" if you have not set your own code. If you have set your own code, type it in. If you set your own code and forgot it, override it by using "6688."
Use the arrow keys to switch the parental lock to "OFF." This allows all programs to be viewed no matter the rating. Press the "Exit" button on the remote and start watching all your channels.

The menu keeps on blinking can't get to stop with the remote

you have two options:
a) try with the menu directly in the TV
B) IF YOU can not do it with the remote, change the batteries, and clean the contacts batteries
c) open the remote control, and clean the KEYPADS very well, from oxide, corrosion, dirty. The Syscom emite I.R very clean.
Try it. Otherwise repair or replace the r. control or go to the repair shop for fix it.
God bless you

My ECCO tv is locked<

Toshiba's Panel Lock feature allows you to save your settings on your television so that no one else may change them and only the On/Off switch may be utilized from the TV's front panel. Parents may find this option useful to prevent children from accessing programs containing violence and other inappropriate content. Once you turn this feature on, certain steps must be followed to turn it off again.

1. Press the "Menu" button on the remote control, and scroll until you come to the "Preferences" menu. Select "Parental Control and Locks," then press "OK." If your TV does not have a "Preferences" menu, go directly to the "Locks" menu.

2. Enter the four-digit PIN that you selected when you turned the Panel Lock feature on. You may have to scroll up or down to access this area.

3. Press the "Up" or "Down" buttons on the remote until you reach the Panel Lock feature. Move the cursor to select "Off," and press "OK."

I saw your response to a question about the Toshiba 32A33 TV ...

Definitely, there is some keypad failure. There is a continuous contact anyone of the key. Since key is contiunuosly giving command to the processor Remote function is automatically cutoff. My simle Tips to find out key failure. Good key give "Tick" sound when you press the key softly. The sound is very very low, you have to observe carefully. Otherwise blindly change all the front panel key. Cost is very very low. When the keypad problem is solved, remote will function automatically.

Tv starts scrolling through functions

There is probably random noise or a failure of some type with the uPC area of the set that deals with the control. It is also possible that there is a fault with the control panel.

This is not going to be easy to service. There can be a lot involved. The first thing the tech will check is for the quality of the power supply distribution in the set and especialy to the uPC and control areas. If this is okay, then he will have to follow up for troubleshooting the uPC control area.

This type of repair will be time consuming and most likely very costly. You can get an estimate, but for myself I would be shopping for a new TV set because of the loss if time and the cost of the parts for a CRT set. And... I am capable myself to fix this!

Disconnect the front control board and see if that stops the scrolling. If it does, check all of the small tact switches or the remote sensor. If that does not help, you might have a shorted microprocessor IC.
