First you have to take out the battery and use charger to turned on and when it turn on just put on the battery or take out the battery and wait for minutes then put it on and tur on,if that doesn't work when you turn on just hold R and start or repair it
this is a common problem with psp`s you have what they called "bricked" your psp you can have it unbricked by some one with a pandora battery and a memory card.
Is the green light on? if the light is on, your psp is bricked. Create a pandora battery and a memory card to unbricked your device. Search google for creating a pandora and the memory card.
What happened was that the new game was doing the update before you said no. It was removing the memory from the psp and when you try to turn it back on, there is no memory for it to start. The only that can be done is that it has to going into the shop for repair/exchange....there is nothing you can do to get back the psp working again. It also happened to me and Sony explained the problem.
