Yes .. that is a stuck fill valve ... there are two valves located at the bottom behind the refrigerator .. these are solonoid operated valves so they have some wires connected .. the water first comes in to the water filter in the refrigerator, then a hose goes down to the valve assembly .. you may have to take off a cardboard panel to see them ... you can try tapping on the valve while turning the icemaker on and off .. (to see of you can get it to click) ... if you cant free it then you have to replace the valve assembly ..
