Great that you are trying .. you are a good person .. you can turn it in to whoever supplies that phone or service .. they can identify the owner .. if its a verizon phone then you can dial *86 .. that should connect you to verizon .. other companies may have different call codes ..
here is a site for lost or found cell phones ..
you can dial 611 .. that should connect you to customer service .. they can tell you where to drop off the phone (at any retail outlet for that provider) ..
if you can see any numbers you can look up MOM and dial that .. or redial the last call .. they will often know the person .. ... good luck ..
