Adverse temperatures can affect metal, and left idle over time the cables can stretch.. It needs adjustment. Usually the is a pair of screws on top which limit the movement of the derailleur.

You should be able to find old Campagnolo parts online to mount on that frame. He also probably ran those old Campy parts and Cinelli stem/handlebars.

Go to parktool.com/repair for pretty great step-by-step instructions with diagrams and pictures on the procedure. It would be easier to see than to try to tell.

Go to a bike shop that specializes in Colnago or one that is willing to order that part for you. You may find one on ebay but it is doubtful. Where did you get the bike? that shop should have them. Good luck

Broken inner plate can be a potential warranty. Contact your local bike shop and they can process the warranty for you, if it isn't a warranty then the same shop can order you a new plate.
