Do you have the satellite hooked up through the coax cable if so that could be the problem you will have to manually set the settings with the remote. always make sure you have only one thing hooked up at a time. if you have cable and satellite dont hook up both it makes the picture lousy see the owners manual i think its page 58 or somewhere close to there.some times if both are hooked up it will not work at all.

I'm hooked to cable tv on my dynex 37 inch tv but cannot change the screen size or time. Why

This may be time to find and read the user manual. Please don't be insulted. If you have lost yours, you may likely find one in a PDF format online. In a search engine type quotes, like (below using your info...)

"Toshiba TVDC567" "Owners Manual" +download

Screen has gone to blue screen.....

OK A Blue screen, indicate that there is, or the TV "Thinks" there is NO SIGNAL. Please Check your Antenna Connection. Unplug the TV, for 5 mins or so. You MUST prove either the TV or it's "Signal Source" the Antenna. Try the antenna on another TV, if possible, try another antenna,on the TV, Try feeding in a signal via the EXTERNAL inputs. IF ALL Inputs are proved OK, and the TV, still will NOT display any signal, then it would appear that you may have a "Tuner" fault, or some other underlying condition, that affects the reception. In my professional opinion, in that case is to get the unit looked at by a Toshiba, recommended service center, VERY IMPORTANT to do that. Ask for a "Quote" from that service center, and go from there.

My reception is not crisp clear. I want to know

Are you on antenna or cable?

Some tuners do not work all that well on the TVs, if your old TV worked alot better with the same antenna then it may be a matter of using a VCR or external tuner then feeding the video into the new TV.

Blue Screen

Problem with the screen driver circuitry. Possibly the blue driver is shorted or being overdriven. This may be on an IC that handles them all.

Audio reception change

I will speak genericaly about TV sets in general.

There is more than simple frequency involved. There is bandwidth, de-emphasis characteristics for detection, and depth of modulation.

This cannot be feasiby accomplished. The audio decoding in your set uses phase lock loop circuitry that is crystal stabelized and firmware controled. This is factory burned in to the functioning of the IF module's devices.

You can try changing the IF module to start, but there may be a conflict with the main uPC on the motherboard of the set.

When people change countries we always tell them to leave their TV behind and get one for the local broadcasts.

What you can do is get a separate tuner unit for your set, and feed it with that. This way you will be using your set as if it is a monitor. This is the most feasible and reliable solution for you.

Personaly, I would buy a local TV set, and send the old one to a friend as a gift back from where it came from.
