Question about Compaq Presario Notebook
Why is my touch pad not working on my hp laptop
Have you turned it off with a button combination? It is FN+ one of the F1 to F12 keys, one of them should have a mouse or a touchpad icon.
or the drivers for the touchpad might need to be installed, get them from www.hp.com and see if it helps.
You can also try ubuntu CD on the laptop to see if this is a hardware or a settings problem, if you are able to start ubuntu cd and the mouse works there fine, then its a settings problem on your computer. you might want to use the recovery discs or windows installation disc to restore the computer to factory defaults if you can't find the issue,
get ubuntu here http://www.ubuntu.com/GetUbuntu/download
