Question about Dell Dimension 2400 PC Desktop
According to your problem it seems to be your PC set to safe boot mode in System configuration.
so follow these steps.
Click on Start>>then click on Run>type msconfig>System configuration Utility opens with several tab like general,system ini,win ini,boot ini>click on boot.ini>there is boot options safe boot,bootlog etc,& notice that safe boot box had check mark,if it is yes remove the check mark click apply then ok. then restart the system.
(These steps for both vista and XP)
After restart Your system in normal mode.
