That small tube is the vent verification hose. Air passing over an oriface creates a vacuum. This negative reading, usually about -0.4 inches of water column is enough to trigger a vaccum diaphram switch telling the unit there is enough air flow through the unit to support combustion and remove byproducts safely
Fixed my own problem. Found the owners manual on line. 99 means flue clogged. I took off a panel and found that a small tube, maybe a sensor of some \kind, had come off the duct going to the vent. After reattaching this tube it works fine.

rinnai energysaver 1000ft I havent used it before - we just bought this house with it instaled. when I turn it on the fan goes for a minute or so, the ignition fires and the red light turns on, then the whole thing shuts down . any help?
