Before you clean the carb, look closely to make sure there are no air leaks which could short-circuit the flow of air past the jets. Loose bolts or nuts holding on the carb could be one source of severe air leaks. While cleaning the carb, examine the float adjustment carefully to make sure enough fuel is being held in the bowl. You should be able to tell this when you first take off the bowl from the carb.
