If deleted emails are within 24 hours, you can recover. Longer than that they may be are no longer on the server then you can't. However, sometimes I could still recover deleted emails after 3 days, providing they had not been swept out yet.

From the yahoo webmail? No, no chance, no.
From your computer? Outlook? Very small chance unlikely.

My account has been deactivated I need it restored

Recovering or reactivating a deleted Yahoo account
To reactivate your account
  1. On a desktop or laptop computer, visit the Yahoo Sign In page.
  2. Enter your Yahoo ID and password.
  3. Confirm your Yahoo ID and complete the CAPTCHA verification.
  4. Select Reactivate at the bottom of the page.
If successful, the reactivation can take up to 24 hours. Keep in mind that some account data may be lost and not recoverable.
While it may be possible to recover certain deleted or inactive Yahoo Mail accounts, recovery isnot possible if:
  • The account was deactivated due to a violation of the Terms of Service.
  • The account was deleted due to inactivity (you must sign-in at least once every 12 months).

If the above options don't explain why your account was deactivated, there's a chance that a third party deleted it. Just to be safe, we recommend changing your password to secure your account. Check out our Yahoo Security Center for more information about online security.

Additional Information
You can upgrade to a Yahoo Mail Plus or Yahoo Mail Premium Mailbox account to protect your account from dormancy in the future.
Note: Yahoo Mail Plus is not available in all regions.

Delete yahoo account

If you wish to delete your entire Yahoo! account (including Mail, Messenger, profile, other Yahoo! services), go to the "Delete user" page, and follow the instructions:
https://edit.yahoo.com/config/delete_user

Please note that's a permanent and complete deletion, which removes all aspects of a Yahoo user account.

See also this Yahoo! help page:
http://help.yahoo.com/l/us/yahoo/mail/ymail/account/account-11.html

-------------------------------
If you simply wish to close the Yahoo! Mail account (but without deleting other Yahoo! services), you should simply stop using the account. Yahoo! deactivates email accounts which are not used for 120 days. (You may later reactivate the Yahoo! Mail account if you wish, although you cannot restore old email messages.)

Need to retrieve deleted email from

Visit Mail.yahoo.com and log in to your Yahoo! Mail account. Click on the folder marked "Trash" on the left-control panel. View the folder's contents to see if your message is inside. If it is, place a check next to the message and click "Move To>Inbox." This restores the deleted message. If it's not, continue to Step 2.
Visit the Yahoo! Deleted mail retrieval page (see Resources). Click on the appropriate link to retrieve your mail, depending on which version of Yahoo! Mail you use. For New Yahoo! Mail, select "New Yahoo! Mail." If you are using Yahoo! Mail Classic, click "Yahoo! Mail Classic."
Type your name into the entry box, and then type your Yahoo! Mail user name. Select the date and time that you would like to roll your inbox back to. For best results, select a date and time 24 hours prior to the current time; this will improve the chances of Yahoo! being able to recover your deleted mail.
Type in a short message to give to the Yahoo! Mail account specialist, if desired. This is optional. If you'd like to describe your situation, feel free to do so, although it will not improve the chances of the specialist recovering your deleted mail. Click "Submit." Yahoo! will get back with you as soon as possible. You'll receive an email regarding the results of the email recovery.

Can i uncancel an email account i cancelled today?

Go to the Yahoo support page. Search for information on deleted accounts, and then contact Yahoo regarding this situation.

Generally, accounts that have been deleted for less than3 months can be recovered, but you'll have to do this quickly. The longer you wait, the less information can be recovered.

How to cancel account in yahoo mail?

  1. visit Account Deletion page. You will be asked to sign in to or verify your password for the account you wish to delete.
  2. Be sure to read the next page carefully, as important information about your account is included. You can then confirm the deletion of your account.
Please complete the deletion process only if you are certain you would like to remove your entire Yahoo! account and any features you have personalized within the account. After the deletion process is initiated, your Yahoo! account can never be recovered
