When you say you cannot start system, it will not boot to windows? for that run a test first, it can be an OS problem, hard drive or memory, first press f12 on dell screen so that it will bring you to boot device menu, then choose utiltiy partition and go through the quick test, if everything passed. go to safe mode by pressing f8 when you see the dell screen. if computer is working ok on safe mode, you need to disable start up items, by clicking on start, click run, type msconfig, click start up tab and click disable all, restart the system. if it do the same thing, run a full scan to check for viruses, if viruses are found, reinstall operating system. add some memory as well. you can check how much memory do you have under properties by right clicking my computer.

I'd recommend doing a fresh install of windows into the computer, maybe you can get some guy locally to do it for you, or maybe take it in to a repair shop.

or if you have the restore discs or windows installation cd, you can do it yourself if you wish, if you need instructions let me know.

Download Malwarebytes from Download.cnet.com
install it and run it, scan your drive and fix the problems at the prompt.
That should clean up any spyware and malware that is the usual suspects for slowing down PC's

Running slow wat to do

Delete your temp internet files, delete cookies, do a systems defrag then shutdown completely and restart the computer.
When the computer restarts, do a complete system scan with your anti-virus (updated), If you haven't already, download (MBAM) malwarebytes.org, the free version and do a complete scan with that. Your system should be good to go. If it's still running slow, try doing an error check on your HDD, you could have bad sectors depending on how old the computer is.

Computer running slow

How much is your RAM first of all?
If it is 1.00GB, then yeah that is why. And since it is Windows 8.1, then it will be extra slow.

My sound is real funny like chipmunk sounds

If the pitch of the sound being played by your computer speakers has changed dramatically or songs and videos are playing faster or slower than they typically should be, the problem is with the sound speed on your computer. This could mean a hardware issue with your speakers or sound card or a software issue with the program that you're using to play a digital media file.

Double-check your speaker connections. If one of the audio cables that runs off of your speakers isn't plugged correctly into your computer, this could cause the audio coming from them to speed up or slow down. Make sure all cables are properly connected to their proper inputs and try to play your audio again. Update the driver for your computer's sound card. Go to the website of the company that made your sound card and look for your unit's product page. Under the "Support" section, click on the download link for the latest device driver. Once the file is on your computer, double-click on it to install it. Then restart your computer and try to play your audio again. Make sure you haven't accidentally sped up or slowed down the media file you are trying to play. Many digital media programs like iTunes or Windows Media Player have features that allow you to play a song or video in slow or fast motion. If this becomes accidentally selected, the audio will also be in slow or fast motion. Click "Stop" to stop your media file from playing and then click "Play" again to allow it to play normally. Restart your computer. This will free up system memory when your computer restarts. If your sound was playing too slow or too fast due to an error with not having enough memory to play properly, that error will now be fixed and your sound should return to normal speed. Hope this helps.

Very slow

if it has just started to get slow you might be infected with malware
to see if this is the case:
1) restart your computer in safemode (pressing F8 durring restart)
2) scroll down to safemode with network connections
3) when computer has started
4) go to http://majorgeeks.com/download.php?det=5756 and download malwarebytes and install it in safe mode and run it then follow instructions about deleteing files found infected
this is also a good video on how to use malwarebytes

My laptop running slow and net browsing very slow my configeration windows7 original ,320 gb HD,3GB memorry

There are several reason for the computer to be running slow for the start please try restarting the computer to safe mode with networking (Steps given below) and check if your browsing speed is better. If your internet browsing speed not better in safe mode with networking then you need to contact your ISP to complain about slow speed.

If it is working fine in safe mode, then some of the software (example: Antivirus / Internet Security / Firewall) is slowing down your computer. Please try removing it. Also try reducing the color scheme, use a non aero theme and see if your comptuer is working fine. If so your processor is not able to take the load of windows 7 visual effects aswell as other programs running in the background at the same time

Slow to start after being in sleep mode

Your hard drive is spinning down and is slow to respond. Some of the old Fujitsu drives were known to do this. I would check your power saving settings in display properties and adjust it so the drive is not powering down.
