There is no way to set the timing. You can only check to see if the key is sheared under the flywheel but I do not think this is your problem.
Look at your muffler or more specifically the tube where the exhaust comes out. There will be one or two small screws holding it in place on the muffler. Remove the screws and pull off the spark arrestor screen under it. You will most likely find that it is blocked with carbon. Take a wire brush or flat screw driver or any other flat tool and scrape off all the carbon deposits until you can see clearly through the screen. Put it back together and your trimmer should be good as new
