Dose the green LED light up at the front ? . If it does not its a power supply issue. You must have burnt the transformer in the power supply unit. If the light lights up ans there is no sound it could be the Amplifier Chip (IC ) problem. This will involve soldering and desoldering work not to mention procuring the IC.Cos wise the IC just cost about 3$ ans the transformer about 7$.
You may be on the wrong track here.......fly backs are a common failure,but not because of power surge. Most commonly the problem would be on the primary side of the power supply ,such as the rectifiers and sw mode regulator. If you want to prove it,just un solder the horiz out transistor(q401) and the pin of the flybackit connects to...... and if it still blows fuse ,you need to work on the power supply.......not the horiz/hv area
the voltage inverters are the small transformers attached to a small pcb, that is connected to the backlight inverter (cold cathode).
Just in case replacing the capacitors did not work, the second thing to do is to check the backlight inverter. If there is busted light, replace this one too..the last thing to check is the high voltage ballast transformer... if one of these is burnt, it is enough to affect the stability of your supply current. It can also result to a dark portion on your screen or worst , could result to a total black screen..

I looked around for a power supply for you and turn up nothing. I see your problem. Nobody is selling. Best just to fix the board itself.
What I would do is get a Service Manual over the internet. Nodevice.com is selling the Service Manual.
Usually cost under $20. It will help you diagnose the source of the problem and fix it by soldering in the new part. The Service Manual will give you circuit diagrams, schematics, test points, and part number lists. And most cases the new part cost less than $15 by searching on the internet with the part number.
It's possible that it's just a bad capacitor or transformer on the power supply board. Cheaper than replacing the board. I hope I solve the problem for you.
There is a burnt capacitor somewhere in the unit. Look for any burnt or swelled up capacitors. You can also usually locate a bad cap if there is burn marks on the system board. Also test power supply with voltmmeter to make sure it is a constant volt reading.
Most likely the TV has a power supply related problem. Most causes are burned out capacitors or transformers.
But, I can't say it's 100% the problem because I can't actually look at the tv over the internet. If by chance the TV is still under warranty, go that route. tv goes into standby all the time if a power supply is not fine, what happens is that a power supply produces two voltages, one small one powers a standby components and bigger voltage powers a line transformer which later produces more small voltages,
then later cancels the first small voltage.
chec your power supply semi conductors like, transistors, diodes and small value resistors, on your power supply. some power supply uses a IC to oscillate a ht. so check a supply at a w/shop.
you must look around for the reson of this burning look for burnt resisttor--explosive capacitor-----short circuit capacitors----short of winding in pulse transformer-----circuit diagram will be helpful.
