Question about GE Profile 26.6 cu. ft. Side-by-Side Refrigerator with Dispenser TFX27PRBWW
When you push on the lever (that normally should release water) .. does it click .. if it does then you have a stuck solonoid operated valve .. thats located at the bottom in the back of the refrigerator (behind a cardboard cover) .. there are two valves ganged together .. one is for ice the other for water .. you can try tapping on the valve assembly to see if you can free it .. if not then you have to replace it ..
now if operating the lever does not cause a click sound then you could have a bad or stuck switch (just behind the lever) .. a stuck valve is more common ..

THe problem may be in the water valve for the water despenser,
you could try disconnecting the 2 wires on top of the water despenser side of the valve and see if that will stop it. IF not the valve may need replaceing, may be leaking thu water vavle when closed
