Disconnect your hard drives, see if the setups loads after that, if it does not, then the issue is on your mainboard.

Ibm fru pn 49p1599

The p/n (FRU 49P1599) is a Gigabyte motherboard, their p/n GA-G8IGMIU Rev 1.1 It seems to be a socket 478 type with FSB 400 or 533MHz, Intel 845G chipset, and DDR1 memory. In the downloads section of Gigabyte's website it is not present, probably because it so old it has been removed. In this section there is the opportunity to get the manual for a motherboard and the CPU support list, amongst other downloads. A similar m/b, the G8IG model supports ONLY older Williamette and Northwood type P4 CPUs, not the (slightly) newer Prescott ones. I suspect that your CPU is not working because it is a Prescott type (or it is just broken). To check what process your CPU was made by use the program Speccy, or take a magnifying glass and examine your processor (having carefully cleaned it up) for the S-code, RK or BK number, and look it up on Intel website (ARK) or in CPU-World.

AND you should contact Gigabyte technical support (you have to go through the register rigmarole) to see they are able to answer questions you may have, get the manual and the CPU support list.

Multimedia audio controller driver for ibm desktop fru pn 89P7935

Suggest get the excellent free Driver Booster from IOBIT as does an excellent job identifying any updates or missing drivers and installs for you. Unlike many "free" offers that scan and then want paying to "fix" this is totally free. One of the best utilities for many years.

You seem to be on the right track here. I would look at the documentation that came with your new CPU and note the voltages it requires, Here is the link to the Maintenance manual for your motherboard. http://www-304.ibm.com/systems/support/supportsite.wss/docdisplay?lndocid=MIGR-45692&brandind=5000008
