The PS3 sony Blu-ray drive is very sensible..you should check the drive sensors first...
Could be a defective motor that´s not spining the disc...
would be very nice to test another blu-ray laser unit...connected with your blu-ray controller board...and you wil find if the logical blu-ray board is ok..or dead..So you must have a hardware to test and prove a second opinion !!!

If it doesn't spin, chances are, it's your laser. Once you replace that laser, I bet your system will recognize the disc and spin up.

One way to clean your PS3's internal laser is to use a can of compressed air. This is highly pressurized air contained in a can with a thin nozzle on the end. It is designed to get dust and dirt out of small spaces. Cans of compressed air can be purchased at any major electronics retailer, such as Best Buy or Radio Shack. Point the can's nozzle toward the PS3's disc tray and lightly spray for a few seconds to remove loose dust from the lens.
Use a Laser Lens Cleaner Kit
Also available are laser lens cleaning kits that work with the PlayStation 3. These kits contain a disc that is inserted in the PS3 the same way you would a video game or movie. The difference is that there is no data on the disc; it is designed specifically to spin in such a way that it gently cleans that PS3's laser lens, removing all dust, dirt and smudges in the process. These kits will also work on DVD, Blu-Ray and computer disc drives, in addition to the PS3.
Maintain the Discs
One way to make sure your PS3 laser stays clean is to keep track of the discs themselves. Examine a disc before you put it into your PS3's disc tray. If there is any dust or dirt use a dry, soft cloth to gently remove them before play. Dust and dirt are easily transmitted to the PS3's laser lens as the disc spins around at high speeds in the tray. By keeping the discs clean, you can make sure you don't have to go out and spend extra money on cleaning your PS3 laser lens in the first place.
Sounds like your drive is bad. Unplug from power for a min. Plug back in and try a couple different discs. Plug back if still not working the PS3 will need to be taken apart for further inspection. Hi there, the PS3 blu ray is a bit of a complex device. Basically the way it work is before the disc is even spun the laser reads and detects what kind of media is inserted into the PS3. As you are saying the disc is not spinning there are 2 possible causes for this.
1. The blu ray lens has gone and is unable to read blu ray discs, hence the disc does not spin as none is detected.
2. The actual motor that spins the disc has gone. This is a much more unlikely reason, the blu ray lens is a common problem on the PS3.
As a shot in the dark you could try a laser lens cleaner but make sure it is suitable for blu ray. If this does not work you are going to have to purchase a new blu ray drive. You can get them for around £70 on ebay but you need to make sure you get the right one. Check your PS3 model number and google it to find which drive you have.
No spin or slow spin is related to the lens. The lens detects the disc and spins it. If the lens is dying these symptoms occur and the only solution is a new lens. This will run you about 50-60 dollars.
This may be a case of replacing the laser lens. If your console is out of warranty, take it to your local Game Stop, or somewhere that does Sony repair. Try cleaning the lens using a cotton swab and alcohol. The disc won't spin unless the unit realizes that a disc is there. A dirty lens will prevent the system from reading the disc.
