sir/mam, -go to settings and try to restore all settings without deleting files then test, -if not working restore again all settings but dis time with deleting all files stored on phone memory including contacts,pictures,mp3 and video then test. -if still not,reformat or reprogram your phone and the technician will do this so go to cellphone repair shop.
The problem is not on the phone setting but on the sim card itself. Remove the battery and the sim and let it sit for 5 minutes. After that, insert sim and battery then try sending a text message. To verify, insert your sim to another phone and use a different sim in your phone.
