Ahh i have seen this problem before, i tried many things to get working, a few people mentioned getting it working with a firewire cable plugged into a laptop.. seemed to get it working correctly. But i have not seen that work. u may want to take it to an apple store they should solve it on the spot.

To charge the battery, choose one of the options below:
Connect the device to your computer (not your keyboard) using the included cable to charge the battery and sync. Your computer must be turned on and not in sleep or standby mode. If the device is connected to a computer that's not turned on or is in sleep or standby mode, the battery may drain.
Connect iPhone or iPod touch to a power outlet using the included cable and a USB power adapter to charge the battery.
An icon in the upper-right corner of the screen shows battery charging status. If you charge the battery while syncing or using iPhone or iPod touch, it might take longer to charge. Note: If using a portable computer, make sure it is plugged into power and that the lid or display is open. If the lid is closed, the computer may go into standby, sleep, or hibernation mode and iPhone or iPod touch may not charge. Important: If iPhone or iPod touch is very low on power, it may display one of the following images indicating that the device needs to charge for up to ten minutes before you can use it. If the device is extremely low on power, the display may be blank for up to two minutes before one of the low-battery images appears. If you don't see the white charging or plug icons, your iPhone or iPod touch may be connected with a FireWire cable. Disconnect the FireWire cable and connect the iPhone or iPod touch to a USB cable or dock. that should be everything you need to know about charging an iPod Touch. could be bad charger or time to replace the battery. lots of places sell new ipod batteries.
does it work if you leave it plugged into your computer for a few hours? if it does not then its a bad abttery.

Try resetting it. Hold down the Menu and middle button at the same time until the screen gets dark.
If that doesnt work, Restore it. Plug it into the computer and click "restore" when it pops up in itunes. Please note that this will erase all data on the device.
