FIrst of all, the screen (if available) could cost in excess of $100 depending upon the make and model of your set. Please supply this information and I should be able to provide the part number(s) and cost. These screens can be cleaned with cloth dampened with a non-amonia based window cleaner. There is no need to unplug the TV as long as the cloth is just dampened. I would, however, turn it off.

Its a simple Job 1. Buy anti-static wipes from nearby grocery.( 3M Scotch Brite High Performance Cloth is an excellent choice for screen cleaning 2. Turn off TV and disconnect it. 3. Now wipe off the dust without much pressure on screen. 4.Use a water dampened, non-abrasive or cotton cloth to wipe across the TV screen's surface to remove pet hair, dust and fingerprints. Dry the surface of the TV screen immediately after damp wiping the screen. also you can Buy the screen from different sources as per your convinience. which should not cost You more than $ 10.00 i guess

Panasonic tv 27"

I not familiar with this model but, If the video select button is below the screen. I would suspect "windex damage"! Cleaning screen by spraying directly on crt causes this is some sets. The button gets corroded or part of this circuit. If this is the case, replace/ inspect/clean around switches.
Protection diode(s),capacitor across switch, faulty switch or bad processor input are other causes.
