The fan in the heater turns on but the heater does not turn on.

Probably a bad circuit board. I have the same problem once the water gets above about 82 deg. I tried cleaning the filter and strainer, cleaning out the heat exchanger, replacing the temperature limit switches, bypassing the pressure switch, and cleaning the ashes off the burner, and none of these worked.

Cleaning the Thermal couple can work at times, however most times you will need to replace it. You may also be having an issue with the ignition control. You are in pretty deep now and it would seem like you are determined to save this heater, I would change them both.

The burners could be sooted, the burner orifices could be dirty or clogged. It would be similiar to an engine not running on all pistons. The power element could be bad and or stuck. Lastly, the gas pressure could need to be adjusted or is out of adjustment. Some of these are items you could might be able to diy depending on your handiness. Some require special tools. HTH

Pentair Minimax NT 400 heater. fan keeps coming

Sounds like the controller is the problem. This is the circuit board that has the display and controls on it. You can swing that panel open and try tapping on the white plastic cover the controller is under that. This might get the fan relay to release but you will have to replace the controller it will stick again
