When the power is initially turned on it makes a single whistle then nothin the red light just blinks. my cable connections are tight so i didnt think that would be the problem. Have any ideas?
Probably a bad electrolytic filter capacitor in the power supply or other sections, could be dried or blown up (possibly the big ones, but any others are not necessarily an exception).
Check for any capacitors that have a bulged top - these should be replaced.
If there are none, the method that can be used is to connect a good capacitor in parallel with any suspect capacitor, one by one, until you find out which one was the problem (this may turn out to be a somewhat time consuming routine).
Just in case, you might also want to check around the board for bad solder contacts on the component pins - these can occur on any component, connectors included, usually they'll show like a small circular crack in the solder around the component pin, the really nasty ones are pretty obvious to spot - the crack gets much bigger when such joints overheat - any such connections should be resoldered.
