Cooling doesn't stay on

The outside and inside coils may need cleaning. Clogged coils cause excess pressures and heat of the freon that can cause safety switches to shut er down. Eveen a faulty power relay in the outside unit.Otherwise you may need a serviceman to locate the cause.

Sounds like the contactor in the condensing unit is stuck. That is why it will not turn off when the thermostat is satisfied. If the inside air handler is not blowing and the outside condensing unit is running, then this will cause the inside coils to freeze up rather quickly.
The contactor is located in the outside condensing uni in the electrical compartment.
If it is sticking it will need to be replaced.

Dear Friend!

Due to very low ambient temp, the fan will not run. Once the pressure build up, it's automatically run for some time and again cut off. But if you keep Heat mode and still tem not raised in your room means the reversable valve not working and hence the compressor and out side fan also will not work. Keep "Heat" mode and temp setting +29 to get better heat. Hope is it helpful?

Can i run the fan on my inside unit if the outside unit is not working

You should be able to run the fan on the inside unit if the outside one isn't working. If you're worried, turn off the circuit breaker for the outside unit. If you don't know why the outside unit isn't working, check the circuit breaker at the breaker panel, check the breaker inside the box that electrically connects to the outside unit, and check the outside unit for a reset button.

My outside air conditioning unit keeps starting for a few seconds, then stops, then starts again and then turns on. The house is cool but it keeps doing this all of the time.

Constant starting is going to run up your electric bill a lot. Have the unit checked out by a professional repairman. It could be as simple as a weak relay, or your outside coils could need cleaning. Definately check the inside coils, there are coil cleaning sprays that will clean them good.
