Assuming you own a Windows PC, if you can see the picture file on your PC, right-click on it and choose "Send to", then "To email recipient".
If the problem is that you don't know where your image is, you need to check your webcam manual, or possibly search the whole hard disk for files modified in the same day (such a search will turn out a few dozens of files, but sorting by time and looking at the file path should give clues enough). Once you know the folder where the image is, you can link it on your desktop by dragging the former on the latter while keeping the CTRL key pressed.
Other cases will require a more detailed explanation of what exactly the problem is, and on which platform does it manifest.
