all channels scan, squelch will make noise. there is no antenna but shouldn't I get weak transmissions?

It is posible that you may get some very close signals to show up but even that is not 100%

Make sure you also have any noise blankers etc turned off as these will further reduce the signal.

Check out some of the radio ham and scanner sites like Strong Signals you should find cheap ways of making a home brew ant. for it.
