so the ring gear and starter keep spinning and you replaced the starter motor
that was a waste of cash
what you should be doing is finding out why there is no compression , spark or fuel because the starter is spinning the motor over
now on your mower there are several safety micro switches that prevent ignition unless the the mower is in a position of safety
there is a seat switch where you have to be seated to start, a brake switch which has to have the brake on to start , a gear selection switch which has to have the gear selection in neutral to start so check all of those operations before you waste any more cash
This sounds like a seat micro switch problem, make sure the block connecter is fully home and the switch depresses when you sit in the seat, if all else fails replace the switch
The starter gears engage the bottom of the flywheel when starting the mower with the electric start if you can see that some of the teeth on the flywheel are stripped , you definitely need a new flywheel, parts diagram shows that it has a 'plastic ring' gear on the flywheel and doesn't show that the part is available seperate. Below is a picture of the assembly.
About the running condition of the mower, I would start by removing the carburetor and cleaning it, get a common twist tie and remove the outer paper so you have a bare wire, use that wire to clean out the small hole in 'brass bowl nut' located on the bottom of the carburetor, then dry out with compressed air. The diagram below also shows the carburetor.

it has one but the way to fix it is to adjust the exahust valve thay should know that thats is how to fix that now the reason you cant find any thing on this is becous tecumseh is out of buisness thay have been out since 2008 i hope this helps you if not call me and ill help ya 918-7281822
it is one of two problems - your engine uses a cam with a plastic gear - this gear has a tendency to move - it will probably need replacement . there is also a chance that the valve seat is coming loose (overhead valve ) which keeps the valve open - check the distance of the valve stems to make sure they are both out the same distance if they are not then when you put a new pushrod in and adjust it the valve will be pushed too far and hit the piston in turn bending the pushrod
