You probably have a stuck valve. It really depends what type of pressure washer you have though. Some have a knob that you can turn to increase or decrease the pressure. If you have a knob like this the u-cup in this assembly may be damaged. Or the pin that is pushed down is stuck.
If you do not have a knob and the line comes straight from the pump, you may have some orings damaged in the valves.
Sometimes corrosion is the problem and has broken off and gotten stuck in the valves.
It is definitely in your pump though, if your motor still runs.
