Could be a few things. Find the refrig vent that comes from the freezer into the refrig, usually it is in the upper left corner of the refrig compartment but could be in a few other places. When the unit is running make sure you feel air coming out of that vent. If not you probably have an issue with the defrost cycle and the coil in the freezer is iced over and blocking the air. Also check to make sure the evaporator fan in the freezer is running. Feel for air at the vents in the freezer and listen for a fan running.

The fridge is at 64 degrees and the freezer is working well. Coils are clean.

In most fridges, the cooling coils are in the freezer section. The other section is cooled by air flowing from the freezer section. There should be a valve/vent/knob that allows more or less air to flow from the freezer. Adjust this to maximum cold to see it the temp changes. Or is 64 degrees too cold for you?

American fridge freezer power on lights on in both sides. Set to maximum cold setting but freezer temp is only just lower than fridge, which is not as cold as it would normally be.

Top refrigerator warm bottom is ice cold.

An automatic defrost time turns the defrost cycle on and off every 24 hours. If problem continues, problem is most likely defective defrost timer.

Even electronically controlled units often have electro-mechanical timers for defrost cycle.

I have a Kenmore bottom fridge model #596.69274991. Although things are cold and frozen, the room temp is only 70 degree but it seem to run for well over an hour although there has not been much opening...

Tom, you pretty much have it all covered. Make sure both the freezer fan and the fan under the fridge are both running and keep your eye on the inside back wall of the freezer compartment fro any signs of frost build up (possible defrost problem).
Good luck!
