Mostly its the problem of dvd lens. try running a lens cleaner cd. if this does not work u will have to change lens.
in the device manager check whether there is some problem with the dvd driver. install the driver again

Right-click on my computer, go to 'Manage'. It opens a window, click on 'Device Manager' on the left. On the right, click on 'DVD/CD-ROM Drives'. If it shows your DVD drive, then right-click on it and select 'Uninstall'. Once it has uninstalled, Right-click on your computer name(near the top on the right, above the word 'Computer') and select "Scan for hardware changes". It will re-detect your CD/DVD drive and re-install it. If it cannot find your DVD drive, then you will need to purchase a new one. If it still does not read CD's then try updating the firmware.
Also try physically re-seating the drive by taking it out and putting it back in the PC.

Some of the iBook G4 optical drives are very sensitive. The best way to test if it is still working is to use the System Disks that comes with every Mac.
Regarding the Flash disk, it may be that your iBook is using USB 1.1 protocol, while your Flash is using USB 2.0. You can check what type of USB your iBook has in the System Profiler. If it is 1.1, then you are out of luck. If its USB 2.0, then you have a faulty logic board.
Either way, not good news for you. Sorry.

SOURCE: cd and dvd are not detected
because there is nothing to read on a blank (empty cd/dvd) nothing shows up. Is it working when you use a cd/dvd with content on it?
Use Nero or other 3party burner software to write your data or music to your cd, or the one you received with the laptop.
