The BLUE BLINK you speak of . .
This is the microsoft screen of death . .
This normally suggests a hardware failure, of memory issue. Firstly, have you installed or uninstalled any hardware ??
When you power up , keep pressing 'F8' - This will allow you to start your PC in a restricted way (you can then establish if any hardware is failing or HAS failed.)
You will be able to re-install any 'upset' drivers from here via the control panel.
At a minimum, you will be able to recover any images / documents that you require, prior to a re-format and installation / system recovery...
