Miele upright vacuum makes loud noise and dust comes out at bottom

It sounds to me like one of the hoses is plugged, probably the one that comes from the brushroll. That would make the dust and dirt come back out the front and would not let the vac pick up like normal. Clear the plug and you're machine should start cleaning better again.

My Miele S3141 canister began acting strange this morning. No suction...so I took off the hose and checked for blockage, (nothing). Now I can't get the hose back on the canister. It just slips ar

see this causes and fix it. God bless you
Air filter:
If the vacuum cleaner won't pick up dirt and has no suction the air filter might be clogged. Remove the filter and either clean or replace it as needed.
Exhaust Filter If the vacuum cleaner won't pick up and has no suction the exhaust filter might be clogged. Remove and clean the filter, replace it if its torn or damaged.

Vacuum Hose If the vacuum cleaner won't pick up and has no suction the vacuum hose might be clogged. Remove the hose from the vacuum cleaner, stretch it out straight, shine a bright flashlight in one end and try to see light through it. If no light can be seen, use something to run through the hose and free up the obstruction.
Vacuum Bag If the vacuum cleaner won't pick up and has no suction the vacuum bag might be full. Clean or replace the bag as recommended by the manufacturer.

Dust Cup AssemblyIf the vacuum cleaner won't pick up and has no suction the dust cup assembly might not be installed tightly, or it might be cracked or broken. The dust cup must seal tightly in order to produce the right amount of suction. If it is cracked or broken, replace it. Most glues and adhesives will not successfully seal the crack.
Blower Wheel If the vacuum cleaner won't pick up and there is no suction, the blower wheel might be jammed or broken. Check the blower wheel to be certain it turns freely. If it doesn't, check to see if there is anything rubbing against it. If not, but it's hard to turn, the motor is most likely the problem.

It won't pick up

Almost certainly if your vacuum is otherwise operating correctly but not picking up it will be either a blockage or a broken belt. The belt is super easy to check, turn the machine on and put it in normal operating position and tilt the head so you can see the roller. If it is not spinning it is going to need a new belt.
The blockage is a different matter and you will need to test suction at the hose, then the front to figure out where the obstruction is to be able to remove it. If you need more help please provide the model and make of your vacuum.

My hoover rug clearner won't pick up water when I pull back.

You don't say which model you have but this often occurs on the F5000 series. The most common reason for lack of pick up is that the lid is not fully seated on the dirty water tank. Be sure to hook the two tabs on the front of the lid, and then snap the rear latch into place. Another reason is that the duct on the front of the dirty water tank is missing. The duct may have been removed to install the hose, and was not put back in place. It is a square plastic piece, about the size of a slice of sandwich bread, which slides into the front of the tank. A far less common reason for no pick-up is that the seal that the tank sits on has fallen off the motor cover suction tube. You will see a round tube on the bottom of the dirty water tank. This sits on top of a large rubber seal on the motor cover when the tank is in place. Be sure the seal has not fallen down into the hood.

My bissel vacume was not picking up the dirt on the carpet. So I found that the hose was clogged. I unclogged it but the vacume still is not picking up the dirt. I also changed the filters.

I found out that if you remove the front filter holder, tip vacuum back and look down inside. Sometimes there is hair caught back in there and you won't get suction. I had to use something long, knife, very long type tweezers, to pull all the hair out. Worked great after that. About half way through vacuuming I will stop and remove the foam rubber filter and clean it. Oh yea, you will have to use a flashlight to look down inside to see all the hair caught behind the foam rubber filter cup.
