Electrically, yes, you can. But you need several extra components because the protocol isn't USB; you can find a PS2 diagram here

Ready-made adaptors which save both the hassle of cutting and soldering, and the risk of soldering it wrong (you can fry a motherboard with this trick) are available for around US$ 5 - US$ 7 on eBay.

Well what do you expect from nerf to make a game controler :S. Buy a regualr logitech or Sony ps2 controler.

Even if it looks fine, i might still be broken. In this case, i'm guessing one or more of the contact pins in the connector of the PS2 controler, or the PS2 itself has broken off, of had just too much dirt and grime to give contact to the controller completely. So start by examining both the controller's connector, and the PS2's connector and seeing if everything is ok or not. If everything seems fine, ask a friend or family member to lend you a spare controller to test for a few hours. If the other controller they lent you does the same thing, then the PS2 is the problem, and the connector is either broken or the soldering on it that links it to the PS2's main board is broken. If the lent controller works fine, then your controller is broken, and if the pins are all OK, then some soldering broken inside the controller itself. If you hear some ratteling on the controller, its usually a good sign of solder breaking off. In which case you can try to open the controller and resolder the broken contact, but if you do not own a soldering gun and/or have no clue how to solder electronics, i suggest taking it to your local technician and have him resolder it.

u might try to go to the game with a normal controller then switch to the steering wheele with pedal after game is started.
if not the controller might have a short so u might try to find and rewire it in cretain spot where short is.

As far i know, that is not possible to splice a PS2 controller with an XBOX. As you said they have different wiring sets, so I highly doubt it will work.

It could be the PS2 connector port.
1) Try cleaning it. Maybe used compressed air or just blow into the faulty connector port.
2) Something more challenging, is to maybe open up the PS2 and to search for any broken connections between the Ps2 controller port, and the Motherboard of the PS2. Use a phillips #0 or a phillips #1 screwdriver, flip the ps2, you will see all these tiny squares, pull them out using something sharp, and underneath them there will be the screws, also there are some screws located underneath the warranty sticker and another underneath the Info sticker, just probe the surface until you land upon a hole. there you will find the screws. Open the ps2 up and you will spot the connector and search for any broken connections. any broken links can be fixed just by using a soldering iron and some solder.( OPENING UP YOUR PLAYSTATION VOIDS YOUR WARRANTY).
3) IF your ps2 is still under warranty, you can send it back to sony, or one of their many repair centres around the nation( IF U ARE IN THE USA). If in another nation, you can visit sony.com and follow their instructions on how to go about with in warranty repairs

Its possible the connector on the PS2 has come loose on the inside of the unit. The other possibilty is that the connector on the end of the cable of your controller is dirty or loose. If its just the controller connector, try taking a cue tip and some rubbing alcohol and cleaning the connector on both the controller end and the ps2 end, just be sure that you don't turn on the PS2 until the connectors are completely dry. If you use rubbing alcohol it should take less than a couple mins for the alcohol to evaporate
