You should really give more detail on the issue for people to solve the problem quicker. If you can't see the dirve on your drive list but it show up under device manager and getting error 39 you can try the following link.

I have the same issue: Here's what I get: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
I have the same CDROM: Pioneer DVDRW DR-KW08HB ATA Device on an HP Pavilion dv9000 laptop.

This driver, along with cdrom.sys are the 2 drivers used by this piece of hardware... Source(s): http://www.gearsoftware.com/support/drivers.cfm
