I think bob_computer misunderstood your request. If I'm reading it right, you want to adjust the settings of your webcam.
Two things to try: Control Panel > Scanners & Camera >choose your camera if shown and look at its properties.
Another way would be to go to Start > and look for a folder that relates to your webcam. Open that folder and look for web cam manager or similar. If you find what you're looking for, you can right click on it, Send To > Desktop to create a shortcut.
