Try replacing your monitor cable. Also make sure to tighten the screws that hold it to connector on the computetr and the monitor.:)

Since you can read the monitor, the green signal is entering the monitor. It also contains the sync signal. I would first inspect the solder connections on the board that sits on the back of the tube. I would guess that there are poor solder connections there. Either that or the trasnsitor that controls the creen gun is defective. Please note that there are dangerous high voltages present inside these units even when unplugged. If you are not familiar with these types of repairs, please seek assistance from a service shop.

No it's not fixable .. because the color scheme on the Monitor has gone bad. Have you had any magnets close to the monitor ?

Usually in this case the TUBE is bad and not producing the correct color scheme

I have four Dell 2001FP monitors. The unavailable contrast is standard for this monitor when used with digital input (DVI). Make sure your brightness is at 100%.If you want a better result of dynamic range and color, the only effective option is color calibration. I use the inexpensive Huey Pro, available
several places, including eBay. Retail is around $100. It something one uses maybe twice a year, takes five minutes to install and use, and the results are notable. I'm a designer, and need excellent color. This is the best solution. Calibrate your laptop as well, and the color should be almost exactly the same between them.

As an alternative, you can use the color settings, select User Preset, and start with something around 40 red 43 green and 37 blue. Adjust proportionately upward until you get what you want.

Another possibility is to use a different connector cable if your laptop has that option, since your monitor an take four different input formats.

Good luck.

Your dell should pick the TV up as a monitor if you have the VGA cable connected. The vga cable has a blue color on the TV but on the laptop, the color of the port is usally brown or dark in color. Windows should pick up on the new device and enable it. The Dell has an Fn key combination to allow you to toggle through the integrated / external monitor choices that you would have with two monitors active, that being clone both desktops to both monitors, extend the desktop from the laptop to the TV, use only the tv and turn the integrated off, use just the integrated and leave the TV off. The key combination is: Fn + F8

It is probably the power supply in the monitor. Call Dell and see if they will replace it. If the cost exceeds half the price of the monitor, purchase a new one. I know you can get a 20" acer from best buy for around $99.

CRT discoloured

If it's a deguass problem, you can glue some very small magnets to the sides of the crt tube itself, it could be the shadow mask, inside the monitor, and if it is then nothing will fix it, if you can get a deguass coil from somewhere that would tell the story real quickly
