Without the exact make or model to go on.....the general issue most folk have is the location of the lever that is drawn down from the body of the machine.
Once the button is firmly held in the buttonhole foot, the lever MUST be located between the two protrusions on the foot so that as the sewing reaches each extreme point the lever is triggered to stop and then set off in the new direction....
If all this is a little confusing, any friendly sewing shop ought to be able to show you if you ask nicely....maybe even buy some goodies you need to sweeten the deal.

How to use a buttonhole attachment

You mark the fabric where the holes are to go, insert the button in the foot, snap on the foot, set your stitch dial to button hole, lower the button hole lever and GENTLY push it back. Put your fabric in the machine aligning the marks you made. Hold the thread ends and start the machine.

The instructions you are looking for are on PDF page 22 here.

Just purchased a Singer 4423 machine, need more detailed instructions for buttonholes

when you press the button hole option & then pull the button hole lever
down it will rest against the button hole foot, having the button in the
button hole foot help the machine gage the size the button hole needs
to be, if the machine keeps on sewing & doesn't stop automaticily then
there is something wrong with the button hole option.

Have old, (but good) 6217 c model. Cannot attach button hole foot, seems too long for the shank that you attach feet to. Only one hole in the shank and the shank on the button hole foot is too long for...

You are trying to attach a long shank foot to a short shank machine. Look for a short shank foot on either Ebay. You may also find it included within a "tin" of accessories at a local thrift shop. If neither of these options work for you check with your local fabric store or sewing machine repair shop for the correct button foot.
